Issue

I have played this game since if first came out with just the first park and the indoor one, I have been very good to this game as I have always bought the new DLC and etc, but my issue is that every time I get a new device I have to Purchase the game again and I still use the same iCloud. Every other app shows the iCloud icon stating that you have already downloaded this etc so why must I pay for it again?
